Abstract: The Department of Energy, the U.S. EPA, and state agencies such as South Carolina Department of Health and Environmental Control (DHEC) and Georgia Department of Natural Resources (DNR) all recognize the need to provide credible information to local populations to enable good decision-making related to risks associated with SRS. However, regulatory policy can be conflicting among these agencies and can become a significant roadblock to decision-making. In the process of developing a Fish Fact Sheet to describe risks associated with eating fish from the Savannah River, CRESP was asked to provide scientific data as a mechanism for groups with different regulatory perspectives to reach agreement on a regulatory response action. This project is an example of how credible science can be used to implement policies and provide a basis for consensus building in difficult communication issues.

Abstract: What are the openness issues at Hanford? First, information, both classified and unclassified, has been problematic for stakeholders. Certainly in this context, when I talk about stakeholders, I mean anyone who's not DOE, so researchers, advocates, tribal nations -- they've all had a difficult time getting the information that they feel they need to make decisions or be effective participants in decision making. A big turning point for DOE was in 1986 when they released 19,000 pages of unclassified and once classified information. I think it's important to note that it's not just classified information that's tough to get to. It's unclassified information, as well. Then in 1983, Hazel O'Leary committed to an openness initiative at the Hanford Summit II, and committed to working with stakeholders and moving forward in openness. About two years of progress took place and stakeholders that had identified themselves after Hanford Summit II worked together to try to create an openness panel to systematically look at openness issues at Hanford. But institutional roadblocks were frustrating the process. Where would this panel sit? Who would comprise it? Who would implement it? A lot of people felt that the Hanford Advisory Board was the obvious vehicle for that, but their plate was pretty full. The Hanford Advisory Board was very supportive of the initiative, of looking at these issues, but didn't really have the funding or the resources to go after it. Mary Lou Blazek of the Oregon Office of Energy came to CRESP in 1987. She had been spearheading this effort, and she asked us if we could help. CRESP's independence and its sitting back from the process gave it some freedom to step in and act as an implementer in this case.

Abstract: Executive Summary: An Overview of the Hanford Openness Workshops. The Hanford Openness Workshops (HOW) are a collaborative effort amonmg the US Department of Energy (DOE)-Richland Operations Office (RL), the Consortium for Risk Evaluation with Stakeholder Participation (CRESP), the Oregon Office of Energy, and the Washington Department of Ecology, and regional Tribal and citizen representatives. They are being conducted in order to partially fulfill DOE-RL's commitment to instituting DOE's openness initiatives. It is the mission of the Hanford Openness Workshops to resolve issues impeding the availability of any information important to public understanding and decision making at the Hanford Nuclear Site in Eastern Washington while protecting national security or privacy information. The workshops are designed to aid DOE-RL on issues related to declassification of information and to improve public access to Hanford information. Four workshops were conducted from October 1997 to May 1999. This Executive Summary contains a synopsis of each section of the full report, which is intended to communicate the major topics of discussion and conclusions reached during these workshops. The summary includes an abbreviated report from each working group, followed by key recommendations and a series of recommended next steps. Abstract: Overview: Following a background session held for tribal attendees only on what risk is and how risk is used in environmental decision making, there were a variety of presentations and discussions on conceptual approaches toward risk-based decision making. Also presented were specific tools, applications, and modifications of conventional methods that can and have led to better-informed decision outcomes for tribes. Participants then discussed related advances and applications in comparative risk, cultural profiling, risk methods for environmental justice, and tribal risk ethics. Facilitators for the Council of Energy Resource Tribes (CERT) led strategy sessions for tribal representatives at the beginning and at the end of the Roundtable to help these participants determine what they wanted to accomplish from the Roundtable and what follow-up steps the participants would want to take after it concluded. Participants had the opportunity to continue conversations in an informal setting, to network, and to learn more about one another and the various cultures represented at the Roundtable during several lunch and dinner events. These events included a traditional dinner no one in attendance will ever forget provided by the Confederated Tribes of the Umatilla Indian Reservation, who hosted the Roundtable. Participants were overwhelmed by the warm welcome they received and the hospitality exhibited by people from across the Reservation community--from the elders and leaders who conducted the dinner and shared their thoughts and insight, to the community members and youth who provided, prepared, and served traditional foods.

Abstract: Around 40 representatives of Indian and non-Indian governments and organizations attended the Tribal Openness Workshop to focus on the unique concerns and priorities of tribes and tribal nations regarding open and transparent decision making at Hanford and across the DOE complex. The Workshop featured roundtable discussions on involving tribes in the declassification process, protecting cultural resources while preserving privacy, and fostering an open and "government-to-government" decision making environment. Outcomes included a Tribal Openness Concerns Fact Sheet and a series of planned information sessions between the Hanford Declassification Project and individual tribes.
