A Review of the Use of Risk-Informed Management in the Cleanup Program for Former Defense Nuclear Sites

The DOE Office of Environmental Management requested CRESP, an independent multi-disciplinary consortium of universities led by Vanderbilt University, to organize a review in response to the Congressional direction provided in the Consolidated Appropriations Act, 2014. Toward that end, CRESP constituted the Omnibus Risk Review Committee of eight nationally distinguished individuals with diverse experience in risk analysis, public health and safety, nuclear safety, risk management, and environmental law, regulation and public policy, to carry out the review. The Committee’s review was conducted and its report was prepared during the period from July 2014-June 2015.

In accordance with the relevant section of the omnibus legislation (Consolidated Appropriations Act, 2014. Public Law 113‐76) and a task statement from DOE EM further defining the charge of this group, known as the Omnibus Risk Review Committee, the Committee addressed the following questions in its Final Report:

  1. How do specific federal policies and guidance shape DOE’s evaluation and use of human health and safety risk‐related information as part of environmental cleanup program decisions?
  2. How does the DNFSB identify and elevate threats to public health and safety, and how does DOE consider DNFSB’s concerns as part of DOE program decisions?
  3. How are risks to public health and safety considered as part of state and federal regulatory compliance and priorities at DOE‐EM cleanup sites?
  4. How does DOE‐EM use human health risk and public safety input and information from a broader range of sources as part of program decisions?
  5. How does DOE‐EM use the range of human health risk and safety information available along with the broader range of input and constraints to balance cleanup priorities within and between cleanup sites?

The Final Report was submitted to Congress and the U.S. DOE on August 7, 2015.
